No: While there is a need for some program for visiting projects in remote sites, I feel the proposal in its current form does not adequately address the concern that chapters might just take the easy way out and rely on the consultants more and more. A lot in Asha is a "labor of love" - we do it because we are passionate about the cause and want to work towards it. Some of that is defeated if we rely more and more on paying someone to do things like site visits. (While I think we would be more professional if we had paid staff for a variety of things, I feel site visits on a routine basis should not be one of them because it is such an integral part of what we do). What we need is a way for a chapter to use the consultant only when there are no other options We should perhaps re-draft the proposal in that way. For example: - yearly visits in the beginning changing to less frequent required visits as we get comfortable with the project, for example I see no reason to visit long running projects every year, once every 2-3 years might be enough especially since they are very communicative and the stewards can easily be in regular touch, - use of consultant only once every 3 or 5 years, or some such criteria - use of consultant based on some criteria that determines how much of a hardship it is to visit a project, etc. Melli

Some notes from the Asha-wide treasury team.

 

  1. For the first time ever, we do not have sufficient General Funds to completely satisfy even the top off requirements for all chapters (let alone a split on top of that). As a result, this year, we only have the ability to meet around 80% of chapter's top off needs.
  2. This will, in all likelihood, be the last "major" Asha General Funds split. GF levels have decreased quite a bit since this disbursal process started many years ago (glad we could put the money to good use!)
  3. For FY18, we will be drafting new WCR and GF split rules, and this will be put up for vote in the ARC cycle starting July. Chapter inputs for new WCR rules are welcome; we will also continue this discussion in the second half of 2018.
    1. One of the likely features of these new rules would be an elimination of top-off provision - so chapters are encouraged to plan and maintain a healthy WCR around 1.5 going forward, and also ramping up local fundraising efforts.

Project Funding Renewal - KSV

Last year, we vetted and approved KSV as a project that we would support.  Similar to last year, KSV has requested Rs. 5,50,000/- to supplement their operational costs for the coming academic year. Their Proposal for 2018-2019 is available for review.  We also had Mamtha Rao, who has relocated to India, visit the project in March 2018. Her Site Visit Report is available for review.  Their Audit Report is also available for review.

The main goal of supporting this project was to facilitate child sponsorships from the US, which is the main funding source for KSV's operations. Although we haven't been able to get this aspect working seamlessly (see issues in Mamtha's site visit), there have been project specific donations towards individual child sponsorship in the amount of $2934/-  donated between Oct 16, 2017 and April 18, 2018.

So we have 2 sets of money :
1. $2934/- (Rs. 1,93,000/-) collected since the previous payment of $1830/- via Checklist 2301 on Oct 15, 2017.
2.  KSV's request for Rs. 5,50,000/- per their proposal from the General Asha Funds.
(This could either be a single installment of Rs. 5,50,000/- or 2 payments of Rs. 2,75,000/- each where we send the 1st payment now & the 2nd payment in November.)
We need a vote for the following:

Do you approve funding INR 7,43,000 to KSV for academic year 2018-2019, which includes INR 1,93,000/- ($2934/-) collected since the previous disbursal, + INR 5.50,000/- requested in the proposal.

OR

Do you approve funding INR 5,50,000 to KSV for academic year 2018-2019 to be sent in 2 equal installments, along with project specific donations collected to date since the previous disbursal, i.e., INR 1,93,000/- ($2934/-). This would be INR 4,68,000/- (Rs. 2,75,000/- + Rs. 1,93,000/-) for this disbursal.
