Asha Stamford Tribal Empowerment Project (TEP) School Budget 2018-19 Discussion
Teleconference Call on APRIL 4, 2019, 9:00 pm – 10:00 pm

BACKGROUND: Asha Stamford received the Budget Proposal for 2019-20 from TEP on March 15, 2019. A teleconference was held on April 4, 2019 to discuss the budget. It was decided that those who couldn't make it to the teleconference would be provided the discussion minutes and they could participate and vote by email.

DISCUSSION:
The 2019-20 budget presents an overall 13% increase in the budget, primarily from the increase in the budget for school repairs

  • The line items are the same as the previous years; the increase is slight in all items, except for school repairs and that for celebrations.
  • No plans for uniforms this year
  • In light of these points, the questions for Joy and TEP were discussed.
  • Questions for Joy/TEP:

(1) How many students (by grade and sex) are at TEP currently?
(2) The ask for school repairs is for the same items as last year, but the amount is almost three times higher. Can you be a little more specific on the repairs planned for TEP this year?

  • The school is due for a site visit before release of funds as the last one was done in June 2017; it was decided to request Biju Borboruah to conduct the visit and get answers for these questions and more. Bhargavi Ramamurthy to contact both Biju and Joy Tel (of TEP) to follow up with the same and get the answers
  • Pending answers to these questions, it was decided to vote on the budget by email after receiving the answers and the site visit report.


CLARIFICATIONS BY JOY on WHATSAPP:
4/5/19: Repairs are already underway for a toilet septic tank and structural repairs to the school building. Following photos were sent. He said as a result of these repairs, the building will last for another 10 years.
(We will request Biju to update us on the extent of repairs and the expected benefits from these repairs)


UPDATE 5/24/19: These clarifications and the TEP site visit report were shared over email with Asha Stamford volunteers, for final vote. There was a unanimous vote (6/6) – Bhargavi Ramamurthy, Sanjay Mellacheruvu, Vatsala Vadapalli, Jigar Shah, Anita Shah, Arun Sathyagal – collected on email to approve the TEP Budget as described above in Section (2).
FINAL DECISION: We approve the budget of Rs. 1,536,280 to cover teacher salaries, cost of midday meals and cover operation expenses for the period of April 2019 to March 2019.
